Audience and Agenda: This audio interview was done for the purpose of the Gateway2 class at the Univeristy of Oregon.

Usefulness: Michael Tomcal believes that an increase in taxes will be the funding for a majority of the items on the agenda, and with mandated health coverage it will be like a “double tax” on business owners. This will effectively hurt businesses and cause an increase in the price of goods and services, which will increase the cost of health care anyway. Michael Tomcal believes the right incentives would be better than mandates for businesses.
